The future Law of Sustainable Economy will be used to support the expense in infrastructures in spite of the budgetary clippings. Ecologistas in Action thinks that it is a clear example of how the Law does not look for the sostenibilidad.
José Blanco, the Minister of Promotion, announced that, despite the budgetary clipping foreseen for his department, there will be supported the investments foreseen in infrastructures for 15.000 million euros up to 2011, 7.000 for this year.
For it he will encourage the public-private agreements, so that the financing is in 50 % for the European Investment Bank (BEI), between 20 and 30 % for the Institute of Official Credit (ICO), and the rest, to equal parts, between the constructors adjudicatarias of the work and the banking. To obtain the private money public guarantees will be realized for the loans, all the risk of the investment being transferred to public entities.
The infrastructures to which José Blanco refers are included in the Strategic Plan of Infrastructures of Transport (PEIT), which supposes 6.000 new kilometers of divided highways and 9.000 high speed, between that they are the BIRD to Gallicia, as pointed out also yesterday the Minister. At present we are already the European country with more kilometers of divided highways and, this year, we will be the first country of the world in number of kilometers of high railroad speed. All this produces that the greenhouse effect gas emission in the sector of the transport is untied.
The mechanism of public-private financing will be facilitated by the future Law of Sustainable Economy, at present in procedure process. In particular the articles understood in the chapter V.
For Ecologists in Action there remains, once again, clear the void environmental sensibility of this Government, both on his political initiatives, and for the legislation that it impels.
